During the past few days, the UAE Football Association has witnessed surprising developments represented by the resignation of Sheikh Rashid bin Humaid Al Nuaimi, President of the Federation, after his appointment as Vice President of the National Olympic Committee. The Board of Directors of the Federation hastened to hold an emergency session last Sunday, during which, according to the text of Article «101» of the statute, the First Vice President of the Federation, Abdullah Nasser Al-Junaibi, temporarily assumed the presidency of the Federation, until the call for a general assembly within 90 days to elect a new Board of Directors, succeeding the current Council, noting that Article «101» of the Statute of the Football Association stipulates that «in the event that the President stops performing his official duties temporarily or permanently, the Board of Directors shall convene during Seven days to choose one of the two Vice-Presidents to carry out the duties of President within a temporary period of time until the next General Assembly is convened, which appoints a new President by election."

Three legal scenarios emerge in accordance with the statute of the Federation to form the new board of directors for the next session, which are that the General Assembly grants the current council confidence to continue until the end of its session in January 2024, the second scenario is that the "General" dissolves it and puts confidence in its members and chooses a new board of directors, and the third scenario that the interim president and members of the current board submit their resignations on their own, which is most likely, and then choose a new candidate or more for the presidency of the Federation with a new unified list that includes the two vice-presidents and members, provided that This list receives the confidence of the General Assembly. The candidate for the post of president wins by acclamation in the event that no other competitor for the presidency of the Federation submits a unified list in accordance with the statute, as happened with the current Union after Sheikh Rashid bin Humaid Al Nuaimi won the presidency of the Union by acclamation, succeeding the previous Union headed by Marwan bin Ghalaita.

The most likely scenario

A member of the former Legal Committee in the Football Association, Counselor Abdullah Al-Qadi, confirmed that the most likely scenario from a legal point of view, according to the regulations, is that the candidate for the presidency of the Federation, whether one or more individuals, must submit a unified list, provided that the General Assembly elects and approves one of the lists nominated for the new board of directors.

The judge told «Emirates Today» on the fate of the current council and its interim president: «The current council headed by the first deputy did not resign, and exercises its functions normally until the date of the next general assembly to elect a new board of directors, so the current council called for a general assembly within three months, and then it will be the owner of the authority, as it can install the interim president, or dissolve the council and make room for a candidate or more to head the union with a unified list».

Sports circles are circulating that Sheikh Hamdan bin Mubarak Al Nahyan, is the most prominent candidate for the presidency of the new Federation, and that he will submit a unified list of the General Assembly includes the two vice-presidents and members, knowing that according to Article «74» of the statute, the Board of Directors consists of 13 members, including the president and two vice presidents, provided that one of the members of the female element, and in the event that no woman is nominated for elections, she is appointed by a decision of the Board of Directors.

The Secretary-General of the Football Association, Mohammed bin Hazam Al Dhaheri, confirmed in press statements that based on Article 99 of the Statute of the Football Association, the Board of Directors approved the assumption of the First Vice President of the Federation the duties of the President of the Federation and granted him all the powers granted to the President, until the nearest General Assembly is held within a period not exceeding three months. He stressed that the current board of directors has no right to extend the 90-day period.

The three scenarios

• The General Assembly gives the current Council confidence to continue until the end of its session in January 2024.

• The General Assembly dissolves the Board of Directors, puts confidence in its members, and selects a new Board of Directors.

• The interim president and the members of the current council submit their resignations and choose one or more candidates for the presidency of the Union with a new unified list.
