The disciplinary bill for independent Rep. Kim Nam-guk, submitted by < reporter >
Yeo Ya, respectively,
was presented to the plenary meeting of the National Assembly Ethics Special Committee.

A full-fledged disciplinary process had begun.

[Byun Jae-il, Chairman of the Special Committee on Ethics (Democratic Party): If there are no objections, I declare it approved.]

Under an Act of Parliament, disciplinary proposals are reviewed by an ethics review advisory committee composed of external experts.

In unison, the ruling party emphasized the swift disciplinary decision.

[Lee Yang-so, Special Secretary of the Ethics Committee (People's Power): I would like to ask the Chairman to conduct the meeting today in a manner that minimizes the setting of the period so that opinions can be submitted through the intensive activities of the Advisory Committee.]

[Song Ki-hun, Special Secretary of the Ethics Committee (Democratic Party): I think we should work together to make such an effort so that the National Assembly can make a decision quickly when it is referred to the Ethics Advisory Committee.]

The Ethics Commission has decided to ask the advisory committee, which can review for up to 60 days, to give a disciplinary opinion within one month at the latest.

In addition, it was decided to send Congressman Kim to the Special Committee on Ethics to hear his call, but when it was pointed out that there was no compulsion, the Chairman of the Special Committee on Ethics replied:

[Byun Jae-il, Chairman of the Special Committee on Ethics (Democratic Party): If the Special Committee on Ethics asked me to appear and make a statement, but I refused to appear, would the disciplinary level be considerably higher in that case?]

After the review by the Advisory Committee, the disciplinary proposal is decided at the plenary session after the disciplinary subcommittee of the Special Committee on Ethics and the plenary meeting, and there are four types of disciplinary actions that can be imposed: a warning at an official meeting, an apology, suspension from attendance within 30 days, and expulsion from the council.

Expulsion, the highest-ranking disciplinary action, is possible only with the consent of at least two-thirds of the members present at the plenary session.
