Yoon Suk-yeol has vetoed the enactment of the "Nursing Law." This is the second veto to be exercised in a month and a half, following the Crop Management Act.

Yoon Suk-yeol voted to reconsider and veto the nursing law enactment bill passed by the National Assembly's plenary session last month at a cabinet meeting held at the presidential office in Yongsan this morning (16th).

The nursing law enactment bill passed the plenary session of the National Assembly on the 27th of last month, led by the opposition party, including the Democratic Party.

President Yoon explained the background of the veto in his remarks at the Cabinet meeting earlier.

[President Yoon Suk-yeol: This nursing bill is causing excessive conflict between related professions. In addition, the de-institutionalization of nursing work is causing anxiety about the health of the people.]

He also expressed his regret over the process of discussing the National Assembly.

[President Yoon Suk-yeol: It is deeply regrettable that these social conflicts and insecurities have not been resolved through sufficient consultations between the ministers and the National Assembly.]

The proposal to reconsider the nursing law was voted on by the Cabinet of Ministers, marking President Yoon's second veto after the Grains Management Act in April.

If the Nursing Law, which has been voted on for reconsideration, is re-voted in the National Assembly, it will be approved only with the presence of a majority of the enrolled members and the approval of at least two-thirds of the members present, so it seems that it will actually go into the process of being scrapped.

However, President Yoon did not ask for a reconsideration of the amendments to the medical law that passed the National Assembly's plenary session along with the nursing law.

The amendment to the Medical Act, which includes the removal of doctors' licenses based on criminal penalties, has been opposed by doctors' groups, and the veto of the nursing law has been opposed by nurses' groups, so a big backlash is expected from both sides.
