In the cell for a peculato of twenty thousand euros as part of the investigation on the reimbursement of expenses of the regional council of Emilia-Romagna between 2010 and 2011: the doors of the Forlì prison opened for Marco Monari, former leader of the Democratic Party, with the decision of the Supreme Court that rejected the appeal of the defense, making the sentence of four years and five months final. He is the only regional councillor who ended up in prison as part of that investigation that affected all the groups of the Legislative Assembly, with different and alternate judicial outcomes, with different acquittals.

When Monari was convicted at first instance, in December 2017, 12 other PD councilors were acquitted. Monari that day was sentenced to four years and four months, then negotiated a year for the expenses of the previous legislature and on appeal the judges, while acquitting him for some items, unified the sentences and redetermined the overall one in four years and five months.

Initially, the dispute of embezzlement was about 940 thousand euros, but it has been significantly reduced, to about twenty thousand.
