Former Russian Defense Minister Dmitry Rogozin, now head of a private Russian military company "Tsar's Wolves," called for launching the second wave of mobilization because "the enemy is stronger than us." He added that the Russians have problems with staffing, because frontline soldiers are wounded and killed. The only way to avoid the second wave of mobilization is to enlist enough volunteers, but it must be done "more efficiently and quickly". Rogozin also envisages the constitution of an entire army of Russian volunteers.

Meanwhile, Russian President Vladimir Putin signed the decree on the recall of reservists for exercises. A good part of the decree is classified and it is not known how many reservists will be recalled and for how long. According to Russian law, reservists can be recalled once in 3 years for a maximum period of 2 months at a time. In addition, the maximum period of exercises throughout life may not exceed a total of 12 months.

Putin's current decree specifies the categories that will be exempted from the call for exercises.

According to some experts, behind the call of the reservists there could be a hidden mobilization. In the course of the exercises the legal status of the citizen can be changed: some can be promoted in the field non-commissioned officers or officers and then they are subject to the draft call not up to 50 years (as simple soldiers), but up to 60 years as non-commissioned officers and officers. On the other hand, citizens who have not served in military service because they are not fully suitable, for health reasons or for family reasons, therefore do not have the military qualification and therefore not subject to mobilization, following the exercises can be assigned the military qualification, making them automatically subject to a possible mobilization

In addition, the precept card for mobilization can be delivered directly to the exercise areas, or to the collection points of the reservists, when they will be gathered in one place and without a way out.
