President Yoon Seok-yeol said today (1 May), one day before the first anniversary of his inauguration, "There are some points where it was difficult to reform the necessary system due to the blockage of legislation."
President Yun presided over a cabinet meeting at the Yongsan Presidential Office this morning and said, "I will do my best. But it takes time to repair a broken system and achieve tangible results."
President Yun also pointed out that "fraudulent activities against ordinary people and young people are typical crimes against the weak," and that "the anti-market and abnormal policies of the past government, which led to soaring housing prices and market disturbances, have become the soil for charter fraud."
President Yun also explained, "The incapacitation of the financial market fraud monitoring system, symbolized by the dismantling of the securities joint vehicle, has led to the spread of virtual asset crimes and financial investment fraud."
"Like a fake peace that relies on the good will of the enemy rather than peace by force, the neutralization of the surveillance detection system that relies on the goodwill of criminals has plunged many socially disadvantaged people into the swamp of despair."
"It doesn't take time to tear down buildings and institutions. "But it takes a tremendous amount of time and effort to rebuild something that's broken down."
He said, "There are many well-intentioned victims until normal is restored, and their suffering is irreparable."
President Yun said, "All of you have witnessed the consequences of the past government's prosecutorial reform process in which the law enforcement power on drug gangs and distribution was drastically reduced."
"(The current government) has worked to create a drug-free nation by restoring law enforcement against important drug crimes and establishing the Joint Investigation Unit."
Meanwhile, President Yun announced on the 9th that civil defense exercises will resume for the first time in six years.
President Yun said, "Civil defense drills have not been conducted because of security that leans on fake peace," adding, "There is a big difference between properly conducting civil defense drills to protect the people themselves and not ensuring the people's own safety in real situations."
"In view of the non-implementation of (exercises) over the past six years, the government has decided to start training with public institutions first, and as a next step, normalize training with the participation of the entire population."
He asked relevant ministries, such as the Ministry of Public Administration and Security, to "take careful care of them so that they can train effectively."
