A special law prepared by the government and the ruling party for victims of
such a formidable charter scam has been presented to the Standing Committee of the National Assembly. It should be made into one plan with the opposition's bill, and the government and the opposition are fighting hard over whether or not the state will compensate the victims.

Three special bills to support victims of
charter fraud have been introduced in the National Land Committee, but there has been a difference in perception between the opposition and the government over whether to define the issue as a social disaster.

[Won Hee-ryong/Minister of Land, Infrastructure, and Transport: Is this a social disaster because of the charter system or these things? So is fraud caused by social causes all social disasters in the future?]

[Congressional Land Commissioner (D-Democrat): I'm not talking about that.]

Whether the victims' bond should be compensated by the state budget remains an issue.

[Won Hee-ryong/Minister of Land, Infrastructure, and Transport: In the case of fraud, I think the state should first return the amount of the damage and pay for it, and this should not set a precedent.]

The opposition countered that the state should compensate first, and then claim the right to plan and get the money back. [Cho O-seop/National Assembly Land Commissioner (MDP): We don't pay for it, but if we buy a bond and claim the concept right again later, the bond we bought will come back as it is.

Minister Wen reiterated that it was unlikely.

The Charter Fraud Task Force criticized the government's special law for recognizing six victims, saying it was a "show-and-tell."

The Bill Review Subcommittee of the National Land Commission will begin full-scale discussions to merge the proposed special bill on the 3st of next month.
