According to the study, 209 cases have been reported of abuse of the placed children and adolescents. Vemyra, which is a so-called Sis home and is run by the state's institutional board, has recently hired a new department head and she reacted strongly when she read the report.

"You get angry, you get sad. Things have happened that no person should have to experience," says Johanna Karlsson, Head of Department at Vemyra.

Central alarm function
