President Yoon Seok-yeol's Emergency Economic and People's Welfare Meeting

The government will establish Yongin, Gyeonggi Province, as a national high-tech industrial park to create the world's largest semiconductor cluster, and designate 14 new national industrial complexes in the provinces to foster high-tech industries such as semiconductors, future cars, and space.

This is the Yoon Seok-yeol government's first designation of a candidate site for a national industrial park.

In particular, the Yongin Sandan candidate site is planned to connect the existing semiconductor production complexes of Giheung, Hwaseong, Pyeongtaek, and Icheon to create the world's largest semiconductor megacluster.

In order to create new industrial complexes, development-restricted areas (green belts) and farmland regulations are relaxed to the highest level.

The Ministry of Land, Infrastructure, Transport and Energy and the Ministry of Trade, Industry and Energy announced a plan to create a national high-tech industrial belt at the 15th Emergency Economic and People's Livelihood Conference held today (14th).

The Ministry of Land and Infrastructure announced 15 sites, including Yongin, as candidate sites for national industrial parks.

It is the largest government-designated industrial complex ever.

The government announced that it will build an industrial complex on a total site of 1 million pyeong (200.4 million square meters) to evenly secure high-tech industrial production bases across the country and fully support business investment.

Being designated as a national industrial complex provides a full range of benefits, including expedited licensing processing, infrastructure construction, and tax credits.

The existing national industrial complex was led by the central government to select and develop the location, but this time it is characterized by the proposal of specialized industries and locations in the region.

The government looked at how much demand there was from businesses and whether it could be linked to the existing industrial base in the region.

In the Gyeonggi area, 76.215 million pyeong (710.5 million square meters) in the Yongin area was selected as a candidate site for the national industrial complex.

In addition, we plan to build five high-tech semiconductor manufacturing plants centered on system semiconductors, and attract up to 150 domestic and foreign materials, parts, and equipment companies and research institutes.

In the Chungcheong area, Daejeon, Cheonan, Cheongju, and Hongseong were selected as candidates.

The Daejeon Industrial Complex candidate site covers an area of 160.2 million pyeong and fosters the nano-semiconductor and aerospace industries.

We plan to build the 126nd Daedeok Research Park in Daejeon here.

Cheonan (30.71 million pyeong) fosters future mobility and semiconductors, Cheongju Osong (2,4 pyeong) fosters railways, and Hongseong (102,52 pyeong) fosters hydrogen, future cars, and secondary battery industries.

Through this, we plan to make Chungcheong the center of the mobility business.

In the Honam area, four cities were selected as candidates for Sandan: Gwangju, Goheung in South Jeolla, Iksan in North Jeolla and Wanju in North Jeolla.

In Gwangju (63.50 million pyeong), based on two complete vehicle production plants, we are promoting the localization of core parts for future vehicles.

Goheung (103,<> pyeong) will create a space industry cluster linked to the Naro Space Center, and Iksan (<>,<> pyeong) will create a food tech technology base that combines ICT and agri-food processing.

Wanju (<>,<> pyeong) specializes in the hydrogen storage and utilization industry.

In the South Gyeongsang area, Changwon (<>.<> million pyeong) has been designated as a candidate site for industrial complexes to promote exports of the defense and nuclear industries.

Minister of Land and Infrastructure Won Hee-ryong said, "Companies are flocking to Changwon, but there is not enough land," adding, "We will boldly loosen the green belt so that companies in the front and rear can move in without a shortage of sites."

There are four candidate locations in the Daegu and Gyeongbuk areas: Daegu, Andong, Gyeongju, and Uljin.

Daegu (4 million pyeong) plans to foster the future automobile and robot industries, Andong (100,40 pyeong) for biomedicine, Gyeongju (46,48 pyeong) for small modular nuclear power (SMR), and Uljin (28,15 pyeong) for hydrogen production using the heat and non-transmission power of nuclear power plants.

In the Gangwon area, a national industrial complex is established in Gangneung (2026,<> pyeong) to grow the natural product bio industry.

This is an industry that utilizes substances extracted from plants, minerals, microorganisms, etc. in health food, medicine, and cosmetics.

The <> industrial complex candidate sites are officially designated as national industrial parks after selecting a project implementer, establishing a development plan, conducting a preliminary feasibility study, and consulting with related organizations.

The government plans to actively ease regulations on green belts to help expedite the designation of industrial complexes.

We also decided to proceed with preliminary consultation with relevant agencies and preliminary feasibility study as soon as possible.

In addition, we decided to form the National High-tech Industrial Belt Whole-of-Government Promotion Support Group so that companies can participate from the time of the establishment of the industrial park development plan.

"We will lift all the factors that are holding back speed," Wen said, adding, "Speed and timing are of the essence, so we will go to the government-wide promotion support group East Sea speed to start construction at the end of <> during the president's term."

The vicinity of the Sandan candidate site is designated as an urban convergence special zone, a national high-tech strategic industrial and sub-chapter specialized complex, and a smart innovation zone.

This is to build an ecosystem that connects technology development to demonstration, manufacturing, production, and distribution in conjunction with nearby industrial bases.

In order to foster professional manpower in the region, the Department of Semiconductor Contract will be expanded, and a specialized university (won) and entrepreneurship university will also be designated.

The Ministry of Land, Infrastructure, and Infrastructure said that in the future, all new national industrial complexes will be made into 'smart green industrial parks' that introduce energy independence, eco-friendly development, and smart infrastructure from the creation stage.

Through this, we plan to reduce greenhouse gas emissions and meet the global trend of digital and green economy.

In order to prevent the national industrial complex from becoming an area with a simple concentration of factories, we decided to revitalize the composite site to expand commercial, residential, and convenience facilities.
