The United Nations Security Council completed its mission in the DRC this Sunday in Goma.
The responsibilities and role specific to each party were recalled.

Without jargon, Nicolas de Rivière, representative of France to the UN, recognized and condemned the aggression of the DRC by Rwanda.
The Security Council is seized and will continue to address the issue, he said.

It is no longer to be demonstrated either that Rwanda supports the M23.
On the other hand, it is also clearly established that there are incursions by the regular Rwandan army into North Kivu.

Regarding the M23, Nicolas de Rivière insisted on the sanctions against its leaders.

There is pressure, coercive measures that are taken among others against the leaders of the M23.
This is a strategy that will continue and expand and to which we are committed.

Protect Civilians
He also returned at length to the responsibilities of each other in a context where Monusco clearly states that it does not have the means to fight the M23.

Acting against the groups is mainly the responsibility of the FARDC.
That of Monusco is to protect civilians.
It is important to remember this because things must be clearly said and the respective responsibilities must be recalled and established.

And to find a lasting solution to the problem, the members of the Security Council insisted on
the priority to be given to the political process and to diplomacy
.
The members of the council also met the victims of the war, the displaced persons in a camp around Goma and exchanged with the Kenyan and Angolan mediators.
This visit is the first in the country since October 2018. The three-day mission took place in a particular context: the preparation of the elections and especially the clashes between the Congolese army and the M23 supported by Rwanda, according to various independent reports.
