During the 13th National Committee of the Chinese People's Political Consultative Conference, members of the Chinese People's Political Consultative Conference, participating units and special committees of the Chinese People's Political Consultative Conference adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and conscientiously implemented the spirit of the 19th and 20th National Congress of the Communist Party of China and the work conference of the Central Committee of the Chinese People's Political Consultative Conference. Over the past five years, a total of 29,323 proposals have been received, and 23,818 cases have been put on file after review.
Among the filing proposals, there were 21,520 proposals from committee members and 2,298 collective proposals, including 1,812 proposals from the central committees of the democratic parties, the All-China Federation of Industry and Commerce, and non-party personages.
As of the end of February 2023, 99.8% of proposals have been processed.
The National Committee of the Chinese People's Political Consultative Conference has carried out in-depth consultations with relevant parties. Many opinions and suggestions in the proposal have been reflected in relevant planning policies and measures. The advantages and role of the CPPCC proposal in the whole process of developing people's democracy and promoting economic and social development are fully utilized. Proposals to develop and strengthen strategic emerging industries, build advanced manufacturing clusters, and promote the deep integration of the digital economy and the real economy will help build a modern industrial system.
Proposals on regional development strategies such as the coordinated development of the Beijing-Tianjin-Hebei region, the integrated development of the Yangtze River Delta, the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, and the construction of old revolutionary areas have promoted the implementation of relevant policies.
Proposals such as promoting the joint construction of the "Belt and Road", accelerating the construction of the Western Land-Sea New Corridor, and accelerating the construction of the Hainan Free Trade Port have provided important references for smoothing the domestic and international dual cycles and promoting high-level opening up.
In terms of political construction, more than 2,400 proposals were put forward in key areas such as firmly advancing the people's democracy throughout the process, comprehensively governing the country according to law, implementing the overall national security concept, and promoting comprehensive and strict party governance.
Among them, proposals such as strengthening the special democratic supervision work of the democratic parties, forging a solid awareness of the Chinese nation community, governing the commercialization of the religious field, and broadening the channels for orderly participation in grassroots governance are proposed to promote the construction of socialist democratic politics and consolidate the development of the patriotic united front. .
Guarantee the smooth implementation of the "Civil Code", promote the reform of the criminal procedure system, strengthen the protection of personal information, improve the foreign-related legal system and other proposals to help build a socialist country ruled by law.
Proposals such as strengthening border and coastal defense work in the new era, strengthening reserve facilities and emergency response capabilities, improving biosecurity governance capabilities, raising public awareness of cybersecurity, and improving urban and rural community governance systems have contributed to maintaining national security and social stability.
Proposals such as solidly carrying out the rectification of the "four winds" and promoting the in-depth development of the anti-corruption struggle have made targeted suggestions for comprehensively and strictly governing the party.

In terms of cultural construction, more than 2,100 proposals were put forward focusing on enhancing cultural self-confidence, practicing core socialist values, inheriting excellent traditional Chinese culture, and prospering and developing socialist literature and art.
Among them, proposals such as strengthening the protection and utilization of revolutionary cultural relics and red relics, carrying out long-term publicity and education on the "Four Histories", giving full play to the role of schools as the main channel for ideological and political education, and improving national defense education for all will help promote the common ideal of socialism with Chinese characteristics to take root in the hearts of the people.
Proposals such as cultivating a new trend of socialist family civilization, promoting the spirit of model workers and craftsmen, normalizing the practice of thrift and thrift, and deepening reading activities for the whole people provide useful reference for improving the civilized level of the whole society.
Create more excellent literary and artistic works centered on the people, support the development of digital cultural and creative industries, continue to promote the construction of national cultural parks such as the Grand Canal, and successfully host the Beijing Winter Olympics and Winter Paralympics. In terms of social construction, more than 7,000 proposals were put forward focusing on improving people's livelihood and well-being, improving public service levels, solidly promoting common prosperity, in-depth implementation of the strategy of rejuvenating the country through science and education, and improving people's lives in an all-round way.
Among them, proposals such as giving full play to the role of flexible employment, effectively safeguarding the distribution rights of laborers, improving the resettlement and employment system for veterans, and improving the policy system for narrowing the income gap among residents will help continuously realize the people's yearning for a better life.
Proposals such as promoting high-level scientific and technological self-reliance, strengthening basic research and original innovation, winning the battle for key core technologies, and improving the overall effectiveness of the national innovation system will contribute to the in-depth implementation of the strategy of rejuvenating the country through science and education and innovation-driven development.
Deepen the reform of education evaluation in the new era, accelerate the improvement of "double reduction" supporting measures, strengthen the cultivation of interdisciplinary talents in higher education, and stimulate the vitality of talents for innovation and entrepreneurship, etc., effectively promote the implementation of relevant policies, and play a positive role in accelerating the construction of a strong education and talent power .

Selected and commended 100 influential and important proposals in the past 70 years, edited and published "Stories of 100 Influential and Important Proposals", which vividly demonstrated the demeanor of CPPCC members performing their duties through proposals and the effectiveness of proposals handled by party and government departments.
