A powerful winter storm hit the coast of Southern California, swelling rivers to dangerous levels and causing snow to fall even in low-lying areas around Los Angeles.

The National Weather Service said it was one of the strongest storms to hit southwestern California, although the volume of wind and rain has since decreased.
