The Council of Ministers meets this afternoon at Palazzo Chigi to examine the new decree on the governance of the PNRR. It will contain rules to streamline the implementation procedures of the National Recovery and Resilience Plan: the government's goal is to shorten the time of the works as much as possible, so as not to risk delays on the next objectives. Among other things, an ad hoc mission structure will be set up at the Presidency of the Council.

On the table of the CdM also urgent measures on the transfer of tax credits related to tax incentives. On this point, the pressure of Ance, Cna, Confedilizia intensifies, which say: the situation is critical.

"If the government blocks the purchase of credits by public bodies that are taking charge of solving a social and economic emergency underestimated by central administrations, without having yet identified a structural solution, - says Ance - thousands of companies will remain definitively without liquidity and construction sites will stop completely with serious consequences for families".

The CNA renews the request to the government to intervene "with the utmost urgency" to unlock the tax credits linked to the ecobonuses that flood the tax drawers of thousands of companies. For Confedilizia "the situation is critical and to lose out are, for too long now, the citizens who have trusted the State but have had as a response the measures of the previous executive that have sent the system into a tailspin".

GOVERNANCE IN CHIGI. The direction of the plan passes under the Presidency of the Council, where a "mission structure" is born with assignment until 31 December 2026. It will be managed by a coordinator and divided into four Directorates-General, will support the political authority and will carry out "interlocutions with the European Commission". The government also intervenes on the mission units of the PNRR within the individual ministries, currently linked to managers in charge until 2026: the functions of the mission units can therefore be transferred "to another structure of general management level, identified among those already existing". To strengthen mission units, the fixed-term contracts, linked to the plan, of each ministry are stabilized.

FEWER CONSTRAINTS ON CONTRACTS, INCLUDING ARCHAEOLOGICAL ONES. To speed up the interventions, urgent measures are coming to make the technical commission for verifying the environmental impact VIA and SEA and the Pnrr-Pniec technical commission (the integrated national energy and climate plan) work better. In addition, the award of public contracts Pnrr and Pnc is simplified, which can also take place only on the basis of the technical and economic feasibility project. The protection of the cultural heritage affected by the interventions of the plan will also be faster, because it is entrusted to a special Superintendence, replacing the Superintendence of Archaeology, Fine Arts and Landscape.

ENHANCED SUBSTITUTE POWERS. Commissionering a local authority that does not comply with the obligations of the plan will be faster: Provinces, Municipalities and Territorial Areas that do not adopt the necessary measures to start the PNRR projects will have 15 days and no longer thirty to comply after the recall of the competent minister. If the deadline is not met, the Minister appoints a Commissioner who will take the necessary action.

SCHOOL AND UNIVERSITY. The dl tries to help those Pnrr objectives that have had the greatest difficulties, including school construction (the Municipalities will be able to proceed with direct assignments of the works under certain expenditure thresholds) and the hiring of researchers (the contribution exemption for the companies that hire them is triggered).

HYDROGEOLOGICAL AND RENEWABLE RISK. To quickly carry out the works to secure the territory from landslides and floods, the decree provides that the discipline provided for by the order of the Head of the Civil Protection Department, issued during the meteorological events of 2018 in Lombardy, applies. To boost the production of energy from renewable sources, on the other hand, the time for authorizations is shortened, and the "simplified enabling procedure" is granted for the construction of photovoltaic plants with a power of up to 50 MW and of the works of connection to the transmission or distribution grid.
