WHO Director Tedros Adhanom Ghebreyesus and European Health Commissioner Stella Kyriakides agreed to use the COVID digital card as the basis for a universal health certificate system.

"The COVID-19 pandemic has highlighted the value of digital health solutions in facilitating access to health services," Ghebreyesus was quoted by AFP as saying at the signing ceremony in Geneva today, adding that the EU's COVID certificate will now turn into a "global public good", as a first step to creating a global digital health certificate network.

Ghebreyesus explained that the network will expand to include things like digital international routine vaccination cards, noting that the new certification system "will be based on the principles of fairness, innovation, transparency, data protection and privacy.

He noted that the network can also play a crucial role in cross-border humanitarian situations, by ensuring that people have access to their health records and credentials while moving across borders due to conflict, the climate crisis and other emergencies.

The WHO and the European Union said in a statement: "The aim of this certification is to help protect people from health threats, including potential future pandemics and to facilitate global mobility.
