Still no name on the table of the government for the appointment of the commissioner for reconstruction in Emilia Romagna, but with the passing of the hours the hypothesis that the task is entrusted to the governor Stefano Bonaccini is increasingly far away. From local institutions, trade unions and local businesses, however, appeals continue to replicate the post-earthquake 2012 model, assigning the task to the Region to manage the 'phase 2'. The tug of war is destined to last even longer: on the one hand the appeals for the president of Modena and on the other the intention to buy time by focusing on another name, for example tracing what happened for the appointment of General Francesco Figliuolo as commissioner for the Covid emergency in 2021.
"There will be a commissioner at the appropriate time, now we need to address the emergency issue", points out Deputy Prime Minister Antonio Tajani, suggesting that the choice is not immediate. In fact, the count for the damage balance, not yet final, could postpone the decision further, allowing a cool-headed reasoning even in the executive.
With the arrival of European funds and the PNRR, given the amount of funding to be managed - almost comparable to those available to a ministry - it is possible that the task will be entrusted to an 'outsider': as happened during the Covid emergency (during the Draghi government) for the appointment of General Francesco Paolo Figliuolo. To make its way is therefore the reasoning according to which there are other precedents of this type, such as the appointment of Giovanni Legnini - by the second Conte government - as commissioner for the reconstruction of the areas affected by the earthquake in Central Italy, during the center-right regional council in Abruzzo. "The evaluations will be made to the Council of Ministers on the basis of all that the reconstruction plan will have to be, on which we are currently dedicating", explains the Minister of Labor, Marina Calderone, adding: "I know that it will be a matter that the Council will discuss, but I cannot say what the timing will be".
Palazzo Chigi meanwhile denies the alleged draft of a decree circulated in recent days, according to which Prime Minister Meloni would have centralized the reconstruction.
The trade unions and the productive world of Emilia Romagna, eighteen acronyms representing the social and entrepreneurial partners of the territory, had instead presented days ago at Palazzo Chigi together with Bonaccini a document to rebuild Emilia Romagna, indicating the governor for the choice of the commissioner. In these hours they have been joined by the mayor of Ravenna Michele de Pascale, of Pd, also president of the Union of Provinces: "I find it unacceptable that the debate is whether the right and the left manage the funds. The most natural thing would be to start from the Region, which has the expertise in the field and the technical structure to do so, with the full involvement of the provinces that have competence on the road network and the Municipalities the voice of the affected citizens. We must do as we did for the earthquake in Emilia". And the mayor of Cesena, Enzo Lattuca, adds: "It would be strange if this responsibility was not entrusted to those who administer this territory".
Coldiretti also insists on a short-term appointment: "We do not enter into the merits of the decisions - says its president Ettore Prandini - We have already seen this situation over the course of 2022 in the Marche, then in Ischia, today we see it in Romagna, the risk is that it can be repeated on other territories. We need a medium-long term vision with regard to the infrastructure investments that must be made: I am thinking of the accumulation basins, which give an answer both in the period linked to drought because they retain rainwater where it rains but are also a response to hydrogeological instability".

The Municipality also invites citizens to "avoid that people or animals come into contact with the insecticide sprayed during treatment; keep the animals indoors during the intervention and prevent them from going out in the following 3 hours; keep doors and windows closed at the times indicated, avoid leaving the laundry externally to dry; Avoid consuming fruits and vegetables harvested from your fields for at least three days or be sure to wash such products thoroughly."
