A special law to help victims of
charter fraud has crossed the first threshold of the National Assembly. As the opposition finds a consensus after a tug-of-war, the special law is likely to pass the National Assembly's plenary session this week. It provides a 10-year interest-free loan for the first payment and increases the scope of victims.

Small renters with a lease deposit of a certain amount or less may be able to get some protection even if the house goes to auction, regardless of the order in which the mortgage is set.

This is called the first reimbursement.

However, there was a loophole in the renewal process that prevented them from receiving the highest reimbursement payment due to exceeding the threshold when the full tax went up, and in fact, a woman in her 30s who was in this situation ended her life on her own last month.

The essence of the special bill agreed to by the ruling party today (22nd) is that the current priority reimbursement will be loaned interest-free for up to 10 years so that people do not go out on the streets without receiving the first reimbursement.

If the special law is passed, victims of Incheon's Michuhol District will be able to borrow up to 4 million won without interest.

The opposition party, other victims of fraud, and the ruling party, which opposed the idea of allowing public institutions to buy bonds and compensate the affected tenants, made a concession.

We've also increased the range of victims.

We eliminated the area requirement for rental housing and the scale of damage, and also raised the deposit standard to 800 million won.

It also included cases where bankruptcy or rehabilitation proceedings were initiated by landlords, and expanded cases of suspected charter fraud and willfulness.

The ruling party plans to deal with the special law at the plenary session on the 5th.

The special law will be in effect for a temporary period of two years, and the ruling party has decided to make up for the shortfall every six months after the law comes into force.
