The leaders, presidents and kings of the Arab countries stressed the importance of continuing and intensifying Arab efforts aimed at helping Syria overcome the crisis in line with the common Arab interest and fraternal relations that unite all Arab peoples.

In the Jeddah Declaration, which was issued at the end of the thirty-second session of the summit meeting of the Council of the League of Arab States in Jeddah, Saudi Arabia, the leaders, presidents and kings of the Arab States expressed their hope that the decision to resume the participation of Syrian delegations in the meetings of the Council of the League would contribute to supporting Syria's stability and resuming its normal role in the Arab world.

The leaders, presidents and kings of the Arab countries stressed that sustainable development, security, stability and living in peace are inherent rights of the Arab citizen, and this will only be achieved through concerted and integrated efforts.

The full text of the Jeddah Declaration follows:

At the kind invitation of the Custodian of the Two Holy Mosques King Salman bin Abdulaziz Al Saud and chaired by His Royal Highness Prince Mohammed bin Salman bin Abdulaziz Al Saud, Crown Prince and Prime Minister of the Kingdom of Saudi Arabia, the leaders of the Arab countries held the thirty-second regular session of the Council of the League of Arab States at the summit level (Jeddah Summit) on 29 Shawwal 1444 AH corresponding to May 19, 2023 AD in Jeddah Governorate, Kingdom of Saudi Arabia.

Emphasizing the importance of strengthening joint Arab action based on foundations, values, common interests and common destiny, and the need to unify the word, join hands and cooperate in maintaining security and stability, protecting the sovereignty of our States and the cohesion of their institutions, preserving their achievements, achieving further advancement of Arab action and benefiting from the human and natural resources enjoyed by our region to deal with the challenges of the new era in order to serve the goals and aspirations towards a promising future for our peoples and future generations,

In order to create conditions, invest opportunities, strengthen and devote partnerships, consolidate understandings between our countries on the basis of common interests, cooperate to achieve sustainable development goals, and implement the ambitious development visions of our countries through a comprehensive renaissance in all fields to keep pace with global developments, and create a future that meets the hopes and aspirations of our peoples and achieves the common interest and mutual benefit of our Arab countries.

Inspired by the previous experiences of our States, and sensing the magnitude of the challenges surrounding our Arab security, the events experienced by some of our States, the importance of preserving our culture, values and experiences, and our firm determination that the citizens of our States should be the goal of development, a solid pillar of stability and construction, and that security should be the key to stability, we:

1- We reaffirm the centrality of the Palestinian cause to our countries as one of the main factors of stability in the region, and condemn in the strongest terms, the practices and violations that target the Palestinians in their lives, property and all existence, and we emphasize the importance of intensifying efforts to reach a comprehensive and just settlement of the Palestinian issue, and to find a real horizon for achieving peace on the basis of the two-state solution in accordance with international references, foremost of which is the Arab Peace Initiative, relevant international resolutions and the principles of international law in order to ensure the restoration of the legitimate rights of the Palestinian people, especially To return, self-determination and the embodiment of the independence of the sovereign State of Palestine on the Palestinian territory on the 1967 borders with East Jerusalem as its capital, and to call on the international community to assume its responsibilities to end the occupation, stop the repeated aggressions and violations that would obstruct the paths of political solutions and undermine international peace efforts, and stress the need to continue efforts to protect the occupied city of Jerusalem and its holy sites in the face of the condemnable efforts of the Israeli occupation to change its demography, identity and historical and legal status quo, including through Support the historic Hashemite Custodianship for the protection of Islamic and Christian holy sites and the Department of Jerusalem Endowments and Al-Aqsa Affairs of the Jordanian Ministry of Awqaf as the exclusive authority, as well as the role of the Al-Quds Committee and the Bayt Mal Al-Quds Agency.

2- We follow with interest the developments of the current situation and events in the sisterly Republic of Sudan, and express our deep concern about the repercussions of the crisis on the security, safety and stability of our countries and peoples, and we emphasize the need for calm, giving priority to the language of dialogue, unifying ranks, alleviating the suffering of the Sudanese people, preserving the institutions of the national state, preventing their collapse, and preventing any external interference in Sudanese affairs that fuels the conflict and threatens regional peace and security, and considering the Jeddah meetings that began on 16 Shawwal 1444 AH corresponding to May 6, 2023 AD between the parties The Sudanese are an important step that can be built upon to end this crisis, restore security and stability to Sudan and protect the capabilities of its people.

3. We welcome the decision adopted by the Council of the League of Arab States at the ministerial level, which included the resumption of the participation of delegations of the Syrian Government in the meetings of the Council of the League of Arab States and its organizations and organs, and we hope that this will contribute to supporting the stability of the Syrian Arab Republic and preserving its territorial integrity, and resuming its natural role in the Arab world, and the importance of continuing and intensifying Arab efforts aimed at helping Syria overcome its crisis, in line with the common Arab interest and fraternal relations that unite all Arab peoples.

4- We reaffirm support for everything that guarantees the security and stability of the Republic of Yemen and achieves the aspirations of the brotherly Yemeni people, and support for UN and regional efforts aimed at reaching a comprehensive political solution to the Yemeni crisis based on the three references represented in the Gulf initiative and its executive mechanisms, the outcomes of the Yemeni National Dialogue and Security Council Resolution No. 2216.

5- We express our solidarity with Lebanon and urge all Lebanese parties to dialogue to elect a President of the Republic who satisfies the aspirations of the Lebanese, the regularity of the work of constitutional institutions and the adoption of the reforms required to get Lebanon out of its crisis.

6- We stress the cessation of external interference in the internal affairs of Arab countries, and the total rejection of support for the formation of armed groups and militias outside the scope of state institutions, and we affirm that internal military conflicts will not lead to the victory of one party over another, but rather exacerbate the suffering of peoples, thicken the destruction of their achievements, and prevent the realization of the aspirations of the citizens of our countries.

7- We affirm that sustainable development, security, stability and living in peace are inherent rights of the Arab citizen, and this will only be achieved through concerted and integrated efforts, combating crime and corruption firmly and at all levels, and mobilizing energies and capabilities to create a future based on creativity and innovation and keeping pace with various developments, in a way that serves and enhances security, stability and well-being for the citizens of our countries.

8- We believe that visions and plans based on investing resources, opportunities, and addressing challenges are capable of localizing development, activating the available capabilities, and investing technology in order to achieve a comprehensive Arab industrial and agricultural renaissance that integrates the capabilities of our countries, which requires us to consolidate our solidarity and strengthen our cohesion and unity to achieve the aspirations and aspirations of our Arab peoples.

9- We express our commitment and pride in our values and culture based on dialogue, tolerance and openness, and non-interference in the affairs of others under any pretext, while emphasizing our respect for the values and cultures of others, respect for the sovereignty, independence and territorial integrity of States, and considering cultural diversity as an enrichment of the values of understanding and coexistence.

10- We seek to promote the preservation of our authentic Arab culture and identity among our sons and daughters, and to devote their pride in our values, customs and established traditions, and to make every effort to highlight our civilizational and intellectual heritage and spread our ancient culture to be a bridge of communication with other cultures.

11- We appreciate the keenness and interest of the Kingdom of Saudi Arabia in everything that would provide the appropriate conditions for achieving stability and economic growth in the region, especially with regard to sustainable development in its cultural, environmental, social and economic dimensions, and its work during the year of the Kingdom's presidency of the 32nd Arab Summit on a number of initiatives that would contribute to advancing joint Arab action in the cultural, economic, social and environmental fields, including:

– The initiative to teach Arabic to non-native speakers, which targets the children of the second and third generation of Arab immigrants, in a way that contributes to enhancing cultural communication between Arab countries and the world, and highlighting and preserving the ancient Arab civilization and culture.

– Culture and Green Future Initiative, which aims to raise the level of commitment of the cultural sector in the Arab countries towards the sustainable development goals, develop cultural policies related to sustainability, in addition to contributing to supporting environmentally friendly cultural practices and employing them in supporting the creative economy in the Arab countries.

– The initiative to sustain the supply chains of basic food commodities for the Arab countries, which depends mainly on a set of activities and providing investment opportunities with economic and financial feasibility that contribute to achieving food security for the countries of the Arab world, and effectively contribute to meeting the needs of Arab countries of food commodities.

– The initiative of research and excellence in the desalination industry and its solutions, with the aim of stimulating scientific and applied research and innovation in the desalinated water production industry and water solutions for interested and needy countries, focusing on disseminating and sharing knowledge and experiences and contributing to improving the economies of this industry to reduce cost and raise the efficiency of operations and their environmental sustainability, and contribute to the issuance of specifications, standards and institutional structure of water sectors to be a strategic industry for Arab countries.

– The initiative to establish an intellectual container for research and studies in sustainability and economic development, which would embrace new trends and ideas in the field of sustainable development and highlight the importance of sustainable development initiatives in the Arab region to enhance common and multilateral interest in research cooperation and strategic partnerships.
