Mr. A, who has been working in safety management at the Gijang Gymnasium run by the
Busan Metropolitan Government, was a public servant,

but he kept a diary of his three superiors, who were his superiors, for the past one year because they were often away.

The journal says that when one officer left work around 3 p.m., the other officer went to work at that time.

According to the regulations, they worked from 1 a.m. to 1 p.m., but they rotated one person in the morning and one in the afternoon.

This unruly work is recorded more than 1 times in Mr. A's journal.

[Mr. A/Former public affairs employee of Kijang Gymnasium: Even if one person does that, he has to stay in the office, but he also has to sit down with other people, other people who are not government officials, and he leaves the office at about 9~6 pm.]

It has also been captured dozens of times on CCTV footage.

Due to the nature of the gym, weekends are the busiest, but even at this time, he says that he only shows his face and leaves without fail.

As I was leaving, I returned the phone to the security office, and the damage was done to the complainants.

[Mr. B/Former Public Affairs Employee of the Gymnasium: The phone is being returned to us, so when the call comes in, we can't answer it because we don't know if (the officials) are there or not, and this situation keeps happening over and over again.]

When the Busan Metropolitan Government's audit began, the Gijang Gymnasium moved three of the officials in question.

[Busan Carcass Facility Management Office: I don't think I want to do anything like that (media response) because I've done enough to the Audit Office and I've done it.]

The city of Busan is investigating their habitual negligence and improper receipt of overtime pay, and is considering criminal penalties.
