"How do you raise a child in a place where suddenly the underground parking lot collapsed?"

Kim Mo (44), a prospective tenant of an apartment in Incheon's Gumdan New City, said in a press call today (15th), "I don't have the confidence to raise my children in the apartment where the accident occurred due to obvious negligence."

Mr. Kim's dream of "owning my own home" collapsed on the night of the 29th of last month when the first and second floors of the underground parking lot collapsed at a new apartment construction site.

There were no casualties in the accident, but a total of 970 square meters of the roof structure on the two floors of the underground parking lot were damaged.

Mr. Kim said, "The accident occurred at a time when many of the prospective tenants are families with young children and are particularly concerned about safety issues," adding, "The construction company that issued an apology has not said a word to the victims."

Mr. Ju Mo (62), who has a disability, has been living in a rented apartment for a long time and received special provisions for the first time in his life and was waiting to move in in December when he heard about the accident.

"I was full of anticipation that I would have my own house, but the accident site was right next to the apartment I was sold," Mr. Zhu said, adding, "As I continued to pay attention to it, my panic disorder and insomnia worsened."

The apartment building where the accident occurred had 964 units and was due to be completed in October this year.

In the next block, 702 apartments were being built in the same way.

With a total of 1,666 units, 84.8% of the apartment complex was distributed under special provision.

In particular, there were 915 families with newlyweds or first-time couples, many of whom had children.

According to the tally of the Prospective Apartment Tenants' Association (hereinafter referred to as the Council), there were 1,526 minors under the age of 18 out of 1,200 households that responded to the demand survey.

As it is a problem directly related to the safety of their children, parents are constantly speaking out to solve the problem, but due to the suspension of construction, the timing of moving in is uncertain, and the number of worries is increasing.

It is known that many prospective tenants have moved to the vicinity of this apartment in advance to obtain rent or charter for their children's education, even if their jobs are far away.

A council official said, "The longer construction is delayed, the greater the burden surrounding the month-to-month lease contract," adding, "Prospective tenants are faced with the realistic problem of how to respond to the unscheduled suspension of construction."

Council Chairman Chung Mo said, "Most of the prospective tenants are calling for a complete reconstruction of the apartment complex," and insisted that "a plan to compensate for the damage should be thoroughly prepared."

He added, "We will directly and indirectly participate in the investigation of the accident by the client, Korea Land and Housing Corporation (LH), and work together to carry out a thorough investigation."

Earlier, the contractor, GS E&C, confirmed that the shear reinforcement connecting the upper and lower reinforcing bars was missing from the design in more than 30 of the 700 roof floors of the underground parking lot where the accident occurred, and acknowledged the responsibility for the construction and officially apologized.

GS E&C said, "As a contractor, we acknowledge our responsibility and deeply apologize," and "We will cooperate thoroughly and transparently in the investigation process and take all necessary measures to ensure the safety of the building."
