According to the animal rights organization CARE on the 5th, at around 3 p.m. on the 7rd, a puppy was found shivering while tied to a telephone pole in front of a university restaurant in Choyeong-dong, Gyeongsan-si, North Gyeongsangbuk.
At the time, which was released on Care's official social media, the dog in the video had all its fur shaved off and had an unidentified graffiti and glitter sticker on its body.
In particular, he had a bizarre appearance, with glitter grass on his face with eyebrows like a human and a large red cubic embedded in the middle of his forehead.
The video informant said, "The dog owner tied the dog to a power pole on a road where cars were running while drinking at the store," adding, "It hurt so much that I couldn't pass by."
"It's a dog that is often seen in the area. Last week, there was a different graffiti on it, and the dog owner said he was washing it with dish soap and a brush to remove the other graffiti."

When the story became known, the police were reportedly bombarded with multiple phone calls.
After checking the scene, the police handed over the case to the Gyeongsan City Hall, which will investigate whether there was animal cruelty.
As for why he scribbled on the dog's body, the dog owner reportedly initially claimed it was for loss prevention, but later changed his words to say that he did it to attract attention from the surroundings.
Not only that, but he also asked if it wasn't pretty.
Facing the dog owner at the end of the investigation, Care obtained a waiver of ownership.
"If you look at the dog owner, the name of the dog that was said to have been backwards was also called Boksoon-yi, a bully," the care said, adding, "Currently, Boksoon-i has been rescued safely and will be brought to Seoul soon."
