In the neighborhood "23 de Enero" in Caracas, the Tupamaros make the law. This armed group, which is evolving into a pro-Chávez political movement, fights against corrupt police and drug traffickers. Its members travel by motorcycle, and they are committed to watching over their community.

These "colectivos" are then legitimized by the government, which gives them access to state funding.
