In the neighborhood "23 de Enero" in Caracas, the Tupamaros make the law. This armed group, which is evolving into a pro-Chávez political movement, fights against corrupt police and drug traffickers. Its members travel by motorcycle, and they are committed to watching over their community.

In this documentary, director Martin Markovits investigates "Chino" Carías, famous leader of the Tupamaros. He robs banks, kills policemen... Until the election of Chávez. These "colectivos" are then legitimized by the government, which gives them access to state funding. Considered by some as a "Robin Hood", by others as a dangerous criminal, Chino became a political adviser, then chief of police of Caracas.
