In 2007, Spain adopted the Law against Violence, Racism, Xenophobia and Intolerance in Sport. FIFA and UEFA have a three-step protocol against racism that is practically a carbon copy of Spanish.

In England, the sole responsibility is not the referee and the first step is not public address messages. In Serie A racist insults have been repeated in recent years. But matches have not been stopped and harsh sanctions are usually placed on the stands where the ultras are most common. In Spain that has never happened, in fact the partial closure was dismissed for the grievances to Iñaki Williams in 2016.
