US President Joe Biden's use of an amendment to the constitution to avoid default bypassing Congress will lead to a constitutional crisis, says Treasury Secretary Janet Yellen. "We should not find ourselves in a situation where we have to consider whether the president can solve the issue of debt," Yellen said in an interview with ABC News.
