In an August 2022 press release, Amnesty International accused Ukrainian forces of endangering the population by setting up bases among civilians. An independent investigation conducted by the NGO moderates these claims.

While considering that much of the evidence provided by Amnesty in August was "reasonably substantiated", the authors of this investigation denounce a botched work, published too quickly. They question the interpretation of the data collected and the formulation of conclusions "ambiguous, imprecise and legally questionable in some respects" that should have been written in the conditional.
