Sweden wants to make even the preparation and attempt of minor drug offences illegal. It is already illegal to use or possess prohibited drugs, such as cannabis, for personal use.
Parliament will vote on the proposals on 3 May. At the same time, several other countries are going in the opposite direction and relaxing the legislation and decriminalizing more drugs, for example. The change in the law is "guaranteed to hit more people," says Stockholm University criminology student Albin Stenström.
