A bill was introduced to the State Duma proposing to oblige state students to work for three years on distribution or pay for tuition. In May 2022, Russian President Vladimir Putin signed a law to increase the number of state-funded places in master's programs.

The Ural Federal University (UrFU) previously announced an increase in the number in state- funded places for 2023. A special commission will choose the future place of work of graduates four months before graduation, according to the bill.
