On 26 April, China's State Council's report on overseas Chinese affairs in the new era was submitted to the second meeting of the Standing Committee of the 24 th National People's Congress. The report recommends that a law on the protection of the rights and interests of overseas Chinese be enacted as soon as possible.

Since 2015, 10 provinces and cities, including Guangdong, Fujian, Shanghai, Hubei, Zhejiang, Hainan, Sichuan, Guizhou, Tianjin and Shandong, have successively promulgated and implemented regulations.
