The EU will strengthen restrictions on the transit of dual-use goods to Russia. The new sanctions will focus on countering the circumvention of existing restrictions.

Some countries buy goods from the EU, and then transfer them to Russia, the European Commission said. The EU is preparing to introduce the 11th package of anti-Russian sanctions, the Commission said on April 14. The sanctions are expected to take effect on July 1, 2014. They will apply to all countries that trade with Russia, as well as those that do not.
