The EU has created a mechanism for imposing sanctions against the Moldovan opposition. Restrictions are planned to be applied against citizens who attempt to "undermine the democratic process" The EU Council approved the creation of a civilian security mission to assist Moldova in countering hybrid and cyber threats.

Russian Foreign Ministry spokeswoman Maria Zakharova said that the European Union will rule Moldova under the guise of a partnership mission. The mechanism looks like an empty list without names and companies, which is supposed to be replenished in the future.
