Residents of the Crimea, Zaporizhia, Kherson, Donetsk and Luhansk regions still have two months to obtain their Russian passports. Those who have not done so by 1 July will be forced to apply for a permit in order to continue living at home.
The decree signed by Vladimir Putin aims to accelerate the integration of these new populations to better respond to the hostile actions of the West. An unknown remains unknown: the modalities of application of this decree in territories at war are likely to fluctuate.
