The police denied permission to burn the Koran outside Turkish and Iraqi embassies. The Administrative Court ruled in April that the decision was wrong.

The police are appealing the verdict, on the grounds that Koran burnings can increase the risk of attacks in Sweden. "The police want to bring about a new interpretation of the Public Order Act, but in my judgment it does not fit in the current legislation," says professor of jurisprudence, Joakim Nergelius. "If the police lose in a higher court and there is a debate that it must be possible to stop this type of demonstration, it could happen," he says.
