In the city of Kherson, the water has risen by more than two meters so far. The occupation chief of the dam town of Nova Kakhovka spoke of 100 people who were trapped, seven residents were missing. Animals left behind should never be left leashed or locked in cages to increase their chances of survival, Ukraine's Interior Ministry said.
