The PNV did not "negotiate" the transfer of the prisons to the Basque Government and their concession by the Government of Pedro Sánchez was due to "different reasons all...." Andoni Ortuzar has revealed that the transfer was going to be together with the management of the economic regime of Social Security the last of the extensive list of thirty matters claimed by the Basques Government and by the regional Parliament. Of the 32 subjects included in the document approved by the Council of Ministers in February 2020, only half a dozen transfers have materialized.
