Several municipalities in Västerbotten started offering money to attract students to their upper secondary schools. The Swedish Schools Inspectorate believes that this does not violate the Education Act.

School lawyer Mikael Hellstadius sees shortcomings in the execution. "Money for school should go to school, not directly into the students' pockets," says Lotta Edholm, the Swedish Minister for Education. "The best thing to do is to compete with kavlité in the long term, hire trained teachers," says Edholm.
