The EU has questioned whether the collective agreement is compatible with the EU Working Time Directive. It is about employees having to have eleven hours of rest, which has consequences for some occupational groups that have been exempted from the rule.

This has led to protests, but the unions think it is good. About half of the members who work day-long shifts think it's good, says Mona Larsson Törnqvist. But the other half are not actually allowed to sleep during the emergency service but are woken up by the user or activity they are in.
