The German government is planning a reform of the lobby register. The aim is for stakeholders to have to disclose information on clients and financing.

Critics, however, complain that the register is only a kind of "address book" Trade unions, employers' associations and church representatives are exempt from the obligation to enter in the register. It is not only NGOs that find fault with the concrete ideas: The German Chemical Industry Association (VCI) has also criticized the exemptions. The VCI also sees a need for discussion with regard to the disclosure of the amount of financial contributions.
