Bhutto Zardari is in India for a meeting of the Shanghai Cooperation Organization. He said India's decision to end Jammu and Kashmir's special status undermined the environment for talks.

The two countries have been at odds since the partition of the Indian peninsula in 1947. New Delhi accuses Islamabad of supporting insurgents in Indian-controlled Kashmir, which Pakistan denies. It is the first time a senior Pakistani official has been in India since the end of the 2008 war in Afghanistan, when it was at war with Pakistan.
