Senior officials from some 20 of the world's top intelligence services held a secret meeting on the sidelines of the Shangri-La Security Dialogue in Singapore earlier this week. The meetings were organised by the Singapore government and held secretly in a separate venue alongside the security summit several years ago.

US Director of National Intelligence Avril Haines participated in the secret meeting representing the United States, while China was among the other countries present, despite the state of tension between the two major powers. An Indian source said Samant Joel, director of India's intelligence service, the research and analysis wing, also attended.
