Voting for the five by-elections was held on the 5th, along with the second half of the unified local elections, and closed at 23 p.m. Shinji Yoshida, a newcomer to the Liberal Democratic Party and a former member of the Shimonoseki City Assembly in Yamaguchi Prefecture, defeated Yoshio Arita.
Three of the four mayoral elections in the prefectural capital are assured of victory. In the Mito mayoral election, which was a contest between two incumbents and a newcomer, incumbent Yasushi Takahashi secured his fourth election.
