The group is led by former ministers Hashim Dujar and Murad Ras. They resigned from Insaf following the violence that followed Imran Khan's arrest.

The new group includes approximately 35 former federal or regional ministers or parliamentarians. Imran Khan said in one of his speeches that the country's sovereign bodies were seeking to form a new political party, which he described as the "King's Party" to weaken Insaf's party. The group holds intensive meetings in order to gain more power, before formally declaring the group as a separate entity.
