On 5 May, Elisabeth Borne presented a new cycling plan with €2 billion of investment until the end of the five-year term to decarbonise transport. Nearly 2.9 million bicycles were sold in France in 2022, twice as many as cars.

Apart from the development of infrastructure, the plan plans to train 850,000 children per year in cycling by 2027 to develop cycling culture in the country. The government wants to establish a dialogue with local authorities "to mobilize 6 billion euros for cycling"
