Nearly 3.6 billion Canadian dollars will be spent to promote English and French. In 1971, only 3.5% of the population in Canada was English-speaking.

The plan is to increase the number of French-speaking people in Canada. It is hoped that the money will be used to improve the quality of life for the French-language community in Canada and abroad. It will also be used for the development of French language and culture in the province of Quebec, which is home to the majority of the English-language population.
