In Northern Cyprus, a self-proclaimed state recognized only by Turkey, education has become a financial windfall. With 23 universities, the entity welcomes many foreign students aspiring to a better future.

But some of them are sometimes victims of abusive promises. Northern Cyprus has tried to join the European Higher Education Area, a space for intergovernmental co-operation that brings together the 49 countries of the Council of Europe. But member states have judged that its international status prevents it from becoming a member of the area.
