On May 13, 1783, a group of ships of the Russian Azov flotilla entered the Akhtiar Bay. This date is considered to be the day of the founding of the Black Sea Fleet.

Vice Admiral Fedot Klokachev, who commanded the Russian naval forces in the Black and Azov Seas, said that he had never seen such a convenient bay for parking the fleet as Akhtiarskaya. A naval base was built on its shores, which later became the main one for the BlackSea Fleet.
