Ferrovial's willingness to move its headquarters to the Netherlands is bad news for Spain. The Government has sent a bad signal to investors by trying to intimidate a private company.

It has generated a logical discomfort in the Tax Agency, which it has tried to use for its cause. Ferrovial announced at the end of February its intention to move to Amsterdam, in order to be listed from there on the US Stock Exchange and operate more easily in the international market. Faced with this legitimate decision of the company, the Government had to bet on negotiation.
