"Fabricating pornographic rumors" is deliberately fabricating and spreading false obscene information and rumors. The act of diffusion and forwarding itself is an active act of dissemination and according to the circumstances, it will bear corresponding legal responsibility.
If the perpetrator arbitrarily disseminates the synthesized obscene videos or obscene information, the serious circumstances may constitute the crime of disseminating obscene materials. Spreading rumors that insult or slander others may be punished by public security administration. Whoever spreads rumors but has not yet yet reached the level of a criminal offense may be fined or detained.
