A bill to revise the Immigration Control Act to review the way foreigners are detained entered into deliberation at a plenary session of the House of Representatives on the 13th. Support groups opposed to the amendment held a rally in front of the Diet and complained, "The idea of returning foreigners anyway, rather than accepting foreigners who cannot return to their home countries, is unacceptable" A Rohingya minority in Myanmar who participated in the rally said Japan, "My third application for refugee status was not approved during this time.
