A male student at a junior high school in Tokorozawa City, Saitama Prefecture, refused to go to school for about one year and two months because of bullying. Although it was classified as a "serious situation" of bullying as stipulated by law, it was found that he had not certified it until his parents pointed it out.
The city's Board of Education will receive an investigation by an investigative committee made up of experts and consider how to respond. The newly established investigative committee will also investigate a series of school responses.
