Residents have not been recognized as A-bomb survivors under the new standards. 70 people in their 90s to 23s, including those who were not certified as having been exposed to "black rain," filed a lawsuit on March 28.
The complaint argues that " black rain" falls in a much wider area than the government thinks, and that if it is recognized that the rain was exposed, it should be recognized as an A- bomb survivor regardless of whether he is sick or not.
