At Takiyama Hospital, a psychiatric hospital in Hachioji City, Tokyo, several nurses were arrested for assaulting inpatients. The Tokyo Metropolitan Government issued an improvement order to the hospital in April for inadequate management systems.

In response to the incident, the city or ward in charge of inpat patients receiving welfare benefits is confirming whether they intend to be discharged or transferred. However, by the end of April, only four patients had actually been discharged or transfer. Experts point out that the background is the lack of support for living in the community.
